Study Components
The WIA Scorecard includes the following two major analyses:
- Benefit-cost analysis of WIA adult, dislocated worker, and youth programs

- Accounts for counterfactuals
- Measures marginal earnings gains
- Adjusts for the time value of money
- Contains sensitivity analyses
- Applies standardized data and performance measures
- Is based on the latest program year
Purpose
EMSI’s goal is to produce a consistent, replicable study that:
- Measures the cost-effectiveness for WIA programs
- Gives WIBs a statement of regional impact
- Can be applied to any WIB across the country
- Withstands legislative and stakeholder scrutiny
- Provides a benchmark for year-over-year analysis
- Can be completed within a few weeks
- Is affordable for all WIBs
