EMSI got its start 11 years ago by conducting economic impact analyses for higher education. To date we have produced over 1,000 studies, which focus on how colleges and universities impact the economy and workforce of the surrounding region.
In our studies we go way beyond the standard multiplier analysis and seek to measure the impacts organizations have on the quality and quantity of the labor market.
We are therefore pleased to announce that EMSI is now turning this innovative modeling approach to the workforce system.
The United States’ workforce system was established by the Workforce Investment Act (WIA) of 1998 with the goal of helping businesses connect with qualified workers.
As Congress looks to trim budgets, many are scrutinizing the continuance of WIA, and a major barrier in WIA reauthorization has been the system’s lack of ability to collectively report fully-vetted benefit-cost assessment and economic impact measures.
EMSI and its partners, NAWB and Full Capacity Marketing, are working to develop a model that examines the economic impact and investment effectiveness of the WIBs’ WIA-funded jobseeker programs, as well as the WIBs’ employer-based services. As part of this process, NAWB has commissioned some of the nation’s top-level economists to fully vet the model and reports.
In addition, Full Capacity Marketing is developing a communication framework to help WIBs share the results of study. The team of project partners shares the core components required for replication of the study process, including data collection, model development, analysis, and communication of results.
